Talk title: Smart Government & Smart Cities: more Smart If and only If more Social

Abstract: Latest researches suggests that some strengths in the “technological dimension” of Smart Cities could have negative impact in a social dimension if some variables are not properly controlled. Again, an evolutionary projection of Information & Communication Technologies (ICT) in the local areas could imply new problems, in a period where the known as Open Government is starting to be a reference model in the public management field. In this context, in addition, new models with a “social dimension” that includes citizenship’s collaboration (“People” –P-) leads us beyond Public-Private Partnership in order to achieve a Quadruple Helix model defined by Public-Private-People Partnership” -PPPP-). In the Public Management field, the trends from Open Innovation and Open Government can help to solve public problems/needs through new views. A correct governance of these elements, leads us to talk about the concept of Smart Government in the Smart City context, where the social dimension is a key element. We will explain here this view, and we will include some interesting examples related to Barcelona city.

Biography: Carlos E. Jiménez-Gómez (@estratic) is a Computer Engineer with a MSc. on Information and Knowledge Society, and Postgraduate degree on Information Systems Management. Carlos has participated in Governments’ innovative and strategic projects, such as the International Collaborative Mechanism on Public Software for the Latin-American countries, the Brazilian e-Government Interoperability Guide, the e-Government Interoperability Framework for the Ibero–American countries, or the Catalan e-Justice system, project that has been several times awarded in Spain. As researcher, his latest research work on ICT and openness in Judiciary it was recently presented within the Stanford University’s CGCP panel, at the Open Government Partnership Summit 2015, and it is pioneer at world level. As IEEE volunteer, he founded and chaired until 2015 the IEEE CS e-Government STC and he was appointed by IEEE Smart Cities Committee as speaker for the 2014 ITU/UNESCO Forum on Smart Sustainable Cities. Nowadays at local level, he is coordinating the Smart Cities group within the IEEE Spain Section –where he is Head of New Initiatives- and, at international level, he is member of the IEEE Computer Society STC Executive Committee. He is Distinguished Lecturer of both IEEE Computer Society, and IEEE Society on Social Implications of Technology. Talk title: How Digital StartUps are innovating Cities

Abstract: Startups are the most active players in innovating the smart city industry. With new products and services, they are redesigning life and improving the wellbeing of citizens. What kind of solutions are these emerging companies proposing? How are accelerators, incubators, governments or big corporations working with them to bring innovation to cities around the world?

Biography: Oualid Triki has over five years of combined entrepreneurship and finance experience. He holds a Specialized Master in international financial analysis from SKEMA business school. Before joining Wiki Start Up as a program development director, he worked as an Investment management assistant in BPI France. He previously worked in financial consultancy in United Gulf Financial Services. Oualid obtained his bachelor degree from IHEC Carthage in 2008 as well as a Master degree from the same business school. He is now in charge of the implementation of a Business Accelerator Program; Start’Act, an incubation program; Univenture and a US Mentoring program called Start Up RISE.

Talk Title: Think-Tank “Towards Tunisian Smart Cities”

Abstract: Smart City brings together technology, government and society to enable the following components: smart economy + smart mobility + smart environment + smart people + smart living + smart governance. The think tank “Toward Tunisian Smart Cities” is an initiative to help Tunisian cities to become smart. This initiative includes: Governance (Ministries) + Academy (REGIM-Lab. + Universities + Research Centers) + Industry (UTICA + Techno-parks) + Society (IEEE Tunisia Section + NGOs) + Citizens. The initiative aims to help establishing Living Labs. + writing white papers + organizing hackathons, challenges, workshops, and conferences. In order to help Tunisian cities (mainly cities hosting an university), the Think Tank have the following objectives: Creation of a Research Consortium + Working Groups Implementation + New IEEE Affiliate Tunisian Cities + IEEE Smart Tunisian Cities Challenge + Living Labs. opening in each Tunisian Smart City (Ariana, Beja, Bizerte, Gabes, Gafsa, Kairouen, Monastir, Sfax, Sousse, Tunis) + Organizing the 6th IEEE Int. Smart Cities Conference 2020 in Tunisia.

Biography: (IEEE Student Member’91, Member’96, Senior Member’00). He graduated in Electrical Engineering in 1990. He obtained a PhD and then an HDR both in Electrical & Computer Engineering in 1995 and 2000 respectively. He is full Professor in Electrical Engineering at the University of Sfax, ENIS, since 2006. He is founder and director of the REGIM-Lab. on intelligent Machines.

Prof. Alimi served as associate editor and member of the editorial board of several international scientific journals (IEEE Transactions on Neural Networks and Learning Systems, IEEE Transactions on Fuzzy Systems, Pattern Recognition Letters, NeuroComputing, Neural Processing Letters, International Journal of Image and Graphics, Neural Computing and Applications, International Journal of Robotics and Automation, International Journal of Systems Science, EURASIP Journal on Advances in Signal Processing, Journal of Universal Computer Science). He was guest editor of several special issues of international journals (e.g. Fuzzy Sets & Systems, Soft Computing, Journal of Decision Systems, Integrated Computer Aided Engineering, Systems Analysis Modelling and Simulations).

Talk title: Tunisia 2020: From eGovernment to Smart Governance

Abstract: The post-revolutionary context in Tunisia has been favorable to unleash a new series of public sector reform initiatives and has given a new impetus for the Tunisian e-Government program. The use of ICTs within the public administration has, indeed, become central, not only as a tool to better serve citizens and businesses, but also as a way to deliver democracy itself. To this end, a lot of projects are planned or are being implemented to ensure a transition from eGovernment to Smart Governance. In this presentation, number of these governmental and civil society projects are exposed to discuss and explain what practices has been successful and why, and to highlight lessons that can be learned from the Tunisian e-government journey.

Biography: Chiheb led and contributed to a series of administrative reform initiatives within the Tunisian public sector. He has been working on e-government strategies formulation and implementationfor over ten years. His responsibilities include providing on demand advice for public agencies and top executives in the government at the national and local level. He is also a consultant for number of international organizations in the Mediterranean region.

Following to the democratic transition in Tunisia, he is more focusing on citizen engagement and open government issues. He contributed to the adhesion of Tunisia to the Open Government Partnership in 2014, and he is now in charge of the national OGP action plan implementation for the 2015-2016period.

Chiheb is also the president of “The Tunisian e-governance society”; a non governmental, non-profit organization engaged in promoting the implementation of evidence based policies to transform the public sector through digital technology usage. Besides, Chiheb majored in Public management and graduated from The National School of Administration (ENA) before doing an MPA at King’s College London.

Talk title: Enhanced man in Smart cities: the role of E-skills

Abstract: The presentation aims to highlight the need to take into account the specific role of e-skills in building Smart cities. Based on my previous research I will present three scenario of evolution of E-skills. This presentation has been already presented last year in “Green and sustainable innovations in Smart Cities: Business Models and Ecosystems Nice, 6th March, 2015”

Biography: Dr. Adel Ben Youssef has been invited as a Speaker and / or Moderator on numerous international conferences and symposia. In this framework, he has developed intellectual but also practical skills in the organization of international events. He has played significant roles as an Organizer, Moderator and Link Person on Seminars and Workshops. He is also used to arrange conference programs, prepare supports and documents for participants. Dr. Adel Ben Youssef has also coordinated several Euro-Mediterranean Projects for the European Commission, FEMISE, Economic Research Forum, and United Nation Development Program. He worked for the African Development Bank as Consultant for the Human Capital Development Strategy (2013-2017) and the organization of the Second African Science, Technology and Innovation Forum in Rabat (October 2014). He was also involved at National and European level as an Expert in Higher Education Programmes.Dr. Ben Youssef has published more than 50 academic papers in different fields like (Environmental Economics, Energy Economics, Educational Economics and Digital Economics). His publications are in English, French and Italian in Journals like: World Development, Oxford Development Papers, Environmental and Resources Economics, Journal of Agriculture and Food Industrial Organization, Energy Policy, Energy and Development Economics, International Strategic Management, Middle East Development Journal, Economics Bulletin, L’Industria, International Journal of Computer and Information Technology, Education and Information Technology, Journal of Applied Business Research, European Journal of Industrial Economics and Policy
